The capital of the state of Terengganu, Kuala Terengganu has a few more exciting activities to offer a visitor than its southern neighbor, Kuantan, but suffers from the same lack of tourism investment and enthusiasm. In 1999 the state voted into local power the PAS (Pan Malaysian Islamic Party), who immediately trashed tourism plans and instituted very tourist-unfriendly policies, banning Western-style bathing suits and the sale of alcohol in restaurants and pubs. Hotels were even told they'd have to provide separate swimming pools for men and women, among other very strict laws governing "public decency." In reality, very few of these laws were ever enforced, but the bad publicity they generated was enough to drive travelers to more foreigner-friendly destinations in the country.
