The reefs off Kenya's shoreline provide protection from crashing waves, making snorkeling a breeze. When in doubt, aim for exploring the calmer inner reefs versus the ocean-exposed outer reefs.
Most of the marine parks and reserves near Mombasa lure snorkelers as well as divers. Just be aware that the Mombasa Marine National Park and Reserve is the most popular and thus busiest of them all.
